Because the Quote style in the Styles Gallery is not, in any way, shape or form, the equivalent of an HTML block quote.
It's peculiar, really, because it italicizes the text and centers it. There's no "block marker" like there is in HTML or anything similar.
The elements that JAWS uses to determine where a block quote begins and ends in HTML are entirely absent in Word. If you attempt to copy and paste a block quote into word, the formatting that's typical of a block quote is lost, too.
