None of the systems which I am running Windows 10, show an option called "Safe mode with Networking". Do I need to do something in order for that option to be shown in the Boot Tab in MsConfig?-
It is shown in the boot tab of MSCONFIG. I'm just not used to using MSCONFIG to do a safe boot and the networking choice comes up before Windows boots using the method I usually do.
In the Boot Tab of MSCONFIG, there is a checkbox for "Safe Boot" which you must check. Associated with that checkbox, and only accessible once it's checked, are a series of 4 radio buttons: Minimal, Alternate Shell, Active Directory Repair, and Network. Checking the Safe Mode checkbox and activating the Network radio button causes a safe mode boot with networking.
Something I've had happen once when using the MSCONFIG method is that when the machine restarted it would not accept my password or pin initially, but if I held down the power button until it shut off, then restarted it again with the power button it took it and went into safe mode. I have no idea how consistent this is, as I don't use the MSCONFIG method at all often to induce safe mode boot.
Remember that after you've done the boot into Safe Mode with Networkig using this method, that you have to invoke MSCONFIG while you're in Safe mode and go back to Normal startup in the General Tab in order to get the computer back to booting typically. Otherwise you end up booting into Safe Mode (with Networking) repeatedly until you do so.

The subject line says it all. Earlier today, I checked the check box to have the system boot to safe mode, under the Boot Tab in MsConfig, saved the setting change then, I restarted the computer. . However, after waiting for about 2 minutes, I determined that the sound settings for the default sound card are not enabled for Windows 10 in Safe Mode. I was certain that the system had restarted in Safe Mode, and on that assumption, I used another computer with MsConfig to follow the steps, to uncheck the check box for the original computer then, I restarted the computer, which started in full Windows mode.
I have no idea how far back this problem goes, I do remember, the System Sounds were turned on for the last major update in 2019 because, I can remember booting Windows 10 into Safe Mode at that time and being able to use both Narrator and NVDA
Do you now need to initialize a setting in standard Windows in order for the System Sounds to be turned on for safe mode?

I have no idea why Glenn/Lenny's registry edit script contains that key (Şοûпđ, νìδ℮ô άήδ ğªмè ¢őήťřόℓŀèґ !!! !!! !). That key should be, "Sound, video and game controllers"
I have double checked from the download link he gave, and this weird character sequence is present for the install and remove regedit scripts. I have to presume it was an accident that was somehow carried over at some point.

Thank you very much. Now it's been around a year since Google imposed a new security requirement, and I've gone in to as many of my links and corrected them as I could remember, but apparently not this one.
Getting Sound in Safe Mode Under Windows 10
That link should work. It's a ZIP file and you should save it to your Desktop (or copy it there from wherever it downloads) and unzip it there. After the unzipping, the ZIP file can be deleted. The instructions for using it after you've unzipped it are in the folder in a plain text file.

Once I have finished doing what I need to do in Safe Mode, and I need to return my Windows 10 system back to standard Windows mode-
I repeat: Remember that after you've done the boot into Safe Mode with Networking, you have to invoke MSCONFIG while you're in Safe mode and activate the Normal startup radio button in the General Tab in order to get the computer back to booting typically. Otherwise you end up booting into Safe Mode (with Networking) repeatedly until you do so.
The registry edits have nothing whatsoever with making the machine boot into safe mode, they just make it possible to have sound while in safe mode. It's the choice on the MSCONFIG General tab that indicates the system startup type. And when you've changed the bits on the Boot tab to have Safe Mode at boot, the radio button on the general tab is automatically switched to the third radio button, "Selective Startup", with it's first two checkboxes checked. (And it stays that way unless you reactivate the Normal startup radio button).

I don't know if you have to check networking every time you check safe mode, or if it keeps your last setting.-
That depends on whether you've checked another checkbox on this same tab that says something like "retain the selected settings" or not. I never retain them, so I always make the choice each time. That checkbox is standalone and comes after the Safe Mode checkbox and radio button set.
