Moderated jumping screen with mouse movement

I wonder if you have windows magnifier turned on? I don’t use that, but I think I accidentally did this once and that is what it felt like to me.

Why does the screen jump aroung a lot as the mouse is moved around? Jaws problem or Windows problem? Can I get it to stop?
