I don't use Outlook so I can't say anything about it but I can say that I have no problems with the Windows key in either version of JAWS.

I have seen several instances where pressing the Windows key occasionally says nothing. I haven’t experimented enough to learn more about this but if restarting JAWS doesn’t help restarting the PC should resolve the problem. If it doesn’t press insert+numpad 6 to open the Settings center, press shift-ctrl-D to open the default configuration and in the search box type the word “start” without the quotes. Arrow down and you should see the option “Start menu: Access Out-of-Process.” Press the space bar to enable this setting. Press enter until Settings Center closes and see if that helps.
