It's accessible all right--I've bought stuff on ebay. I tried to sell, placed the ads no big problem, but nobody bought a thing.
The ads can be a bit confusing to place, but if you keep your head about you you can get the ad done and hope somebody will buy your goods.

Yes, you certainly can. My husband and I are both blind and we still
use Jaws 10. We recently started selling on Ebay and we are now Power
Seller's. So, it's definitely possible. You just need to have very
good Jaws skills and be familiar with all the internet commands.
Ebay and NFB have actually partnered to help get blind people up and
running on Ebay. If you want more info about how to get involved in
this program, feel free to write me off list.
