Moderated System Tray Windows Security - Actions recommended. Button

You should be able to get Windows Security to open, which is where the actions you need to take will be covered, by hitting WinKey + B, right arrowing to the Windows Security Button, and hitting Enter.
Even when no actions are needed, doing this will cause Windows Security to open, but there will be nothing in any one of the categories with regard to actions. I don't have an "actions needed" message active at the moment, so I can't get any more specific.

First off to get to the notification press Windows+A, then press tab until you get to the Windows Security notification, it will say that it is collapsed, press enter to expand it, then press down arrow to read it. You can then press tab to get to the buttons to take action.
I hope I got that right, I'm doing this from memory but I have had to go through it a few times. Unfortunately, JAWS support for the action center notifications seems to be iffy at times.
