It is kind of a hybrid so to speak. The actual database is a physical file that is fully encrypted, but you would store the file in iCloud, One Drive, Drop Box et cetera so that you can access it across multiple devices and platforms.

I've had some success with nordpass as well, it is quite accessible,
but, having said that, I am not that satisfied, so maybe I will try
Keypass as well. Nordpass uses a web interface. It is free.
Unfortunately I never tried the ios part.
