Actually it does get the time from the host computer.
I had just forgotten that usually after I've rebooted into windows from
having previously been booted into Linux, my windows time is wrong, and
sometimes I forget to change it back until someone eMails me and asks me
which country I'm in.
So the OS changes the BIOS clock, and when windows reboots, in my case, the
clock is wrong, and then my eMails have the wrong time stamp.
But this only addresses Brian's message, as Marty's computer apparently has
the right time, but the eMail's time is wrong.

The email server is what most often determines the date-time stamp on an outgoing message in particular, not the local machine time.  It's not uncommon for email servers to be outside one's own time zone.  Check to see where yours is located.

When there are time discrepancies of precisely some hour interval that's where I'd look first.
