Accessibility of a piece of software cannot be defined due to a lack of knowledge about how to use it. Virtually any piece of software one is completely unfamiliar with is not accessible under that definition. But if you know that there exist many users of that software who are also screen reader users, it is absolutely accessible. Not knowing how to use something is in no way the same as something being designed badly and unable to be accessed via a screen reader.
