I'm new to jaws. What is the proper way to upgrade to this new release? I went into Jaws help to check for upgrades and it said I was current. Thanks for any info.

Jaws never replaces itself. It always adds another folder and desktop icon for the new version so you can still use the prior version if you find things that work better with that version. 
That is something I wish more programs would do.
Uninstalling the beta if you are running it makes sense.

Richard, I'm new to Jaws, been using NVDA and Window eyes. I did set up jaws and have been slowly learning. I made some changes to Jaws, is there some folder that I'd copy over to have the same settings? If so, how would you go about it? Thank You.

I wish I could help, but I am also fairly new to Jaws having been a loyal Window-Eyes user for over 20 years.
But, since Jaws installs to a new folder I think it also offers to import your settings from the previous version, so you might be OK.
But maybe one of the Jaws users with lots of experience will chime in with a more solid answer.

When I installed 2018 it did not ask if I wanted to import settings from Jaws 18.

It didn't ask me either, but one keystroke change I made carried over, so I think all will be fine.
I changed the command for time from insert+f12 to Insert+shift+t.

Insert+f12 always struck me as a really stupid keystroke.
