drag and drop

I've been trying to work with the drag and drop feature in windows 8. When I
try to relocate a tile to a different location, I get a message that says the object is not visible and therefore the drag and drop was canceled. How can I be sure that both windows ar3e visible to allow the object to be relocated? If you can get drag and drop to work at all in JAWS, please let me know. I've been trying off and on since the late '90's!
