drag and drop

I've been trying to work with the drag and drop feature in windows 8. When I
try to relocate a tile to a different location, I get a message that says
the object is not visible and therefore the drag and drop was canceled.

How can I be sure that both windows ar3e visible to allow the object to be
relocated? I have tried to use this feature in the past and got the same
results so I'm sure its user error.

Yes, drag and drop have always been a drag and so I've dropped any hope of
ever using it.
