[Bulk] Broken Quick Settings

Dave... #5158 I agree that the "new and improved" Quick Settings dialog is one step further away from common-sense user interfaces. Not sure yet I can comment on how well or not it works to make changes. You seem to have found some leaks in the bucket. Dave... #5188 Ted, Yes, I used the pull-down menu (expandable list rather than the search feature) and still do not like the overall arrangements. They're making it harder to find the old familiar items. But now I'm just being whiny. That said, I cannot get the top and bottom to stay silent even though it was set to silent.
