Hi Henry, Cleanest way is to use Notepad and learn HTML coding. You can use Microsoft Word web view but it adds a lot of bloat (unnecessary coding) to your web pages..

There's nothing wrong with WordPress so far as
accessibility goes. I'd recommend perhaps avoiding the .com version and if
possible going with the self-hosted version, but it's pretty accessible. I use
it on my own site.

How long would you think the learning curve would be for an average almost technical individual working with J17 on a Win64 & Off 2010 system?

Minimal, though the OS and version of Office software
you have installed are pretty well meaningless at this stage. If you can grasp
the basics of HTML, and there are more than a few tutorials about if you can't,
then you've got it better than most. From install to daily use, WP's very
accessible. The actual install process doesn't take more than maybe 5 minutes.
It's entirely web-based, and surprisingly very well
done.
