I don't think that is a VFO/Jaws issue. If Narrator settings come up at startup you should tab around because I'm pretty sure there is a checkbox where you can disable that.
My Windows 10 laptop does not open Settings when it comes up. I think those who have that issue should try and give Microsoft Accessibility a call and see if they can fix that.

There is a check box in Ease of Access Center which says
Always Scan this Section. My check box says unchecked. Perhaps if you open Ease of Access Center, and make sure the Always Scan This Section check box is unchecked, it won't continue to open sporadically.

Does anyone know why my Windows 10 system is opening the settings
window when started?

This started happening after the start of the new year.

hello this is Chris
Have you run disk cleanup and done a malicious program scan like malware or adware or maybe a virus of some sort I don't know never seen that before.
Now I understand what's going on when you turn the computer on it just randomly opens up when you up correct?
Have you search with Google to see if anything turns up? That's what I would do next.
