I don't think you'd get any choice for reading order if you sent the document to word. Probably the best choice for this situation would be to use k1000 to recognize the pdf using the omnipage engine

I am running latest jaws with windows 10, it didn't read all that well with firefox, until I alt-tabbed out and back in, then it worked better. It worked fine right off the bat with the latest version
