For those of us who use Outlook, I did learn that there is a legacy mode which (for beta 1 only) needs to be turned on. While in Outlook, Press INSERT+V to get into Quick settings. Search for legacy. Ensure that it is turned on. Now Outlook works like a champ.

The context, as far as I can read the original question, is in a normally running instance of Windows 10 or later.  That's the only reason I posed that rhetorical question.

There are all sorts of "fringe situations," for lack of a better term, that really aren't applicable here.  If I have a really, really "frozen" Windows machine where nothing seems to be working the "long press of the power button until it shuts off" is the virtually universal technique of choice.  And it should only ever be used as a last resort if you cannot use a more graceful means to shut down Windows, but they do occur.  And even that is one that falls under the "fringe situation" category that's not directly applicable here.

You can also run any process from task manager, including opening a command
line window -- very useful if explorer isnt' working since I can't really
think of any other way to start new processes that doesn't in some way
involve explorer.

Of course, the shutdown command works either invoked through the command
line itself or through the gui...

Actually, there are Windows releases/editions that does not include a
graphical interface. For these, you would use shutdown command from
command-line interface (PowerShell, for example). You can in fact terminate
File Explorer (explorer.exe) from Task Manager provided you have privileges
to do so (I don't recommend messing with Task Manager, including terminating
programs with it unless you know what you are doing).

I favor the option of shutting down from the Desktop with ALT+F4. Why?
Because it works no matter what version of Windows you are running. If you
don't have a Windows key (surprise surprise), you can open and close the
Start menu and then tab multiple times until you reach the Desktop.

Yes it does - I and several other Windows Insiders had a "shouting match" with Microsoft staff (indirectly of course) over the fact that earlier Windows 11 preview builds lacked shortcut keys for Windows+X menu items (resolved now). And yes, Start menu interface has changed in Windows 11 (more on that later).

In a way, yes – suppose File Explorer process is terminated somehow. The next best bet is using command-line or secure screen method (Control+Alt+Delete) described by Sieghard to turn off a system.

Kevin, after pressing control+escape, you need to press the tab key and down arrow to and enter on power options. then you can arrow to the option you want (shutdown or restart) and press the enter key.

Hi, Mario. I'm not Frank, but here's how to configure your laptop to shut down when you close the lid,

1. Open Windows Control Panel, the easiest way to do this is to tap the Windows Key, and when Windows displays, Search, type in Control Panel.
2. Press the letter P until you hear Power Options, and press ENTER.
3. If pressing a letter does not take you to Power Options, you are in Category Mode in Control Panel. This means you will need to TAB about 20 times until you hear Power Options.
4. TAB once to Choose what the power buttons do, and press ENTER.
5. TAB to the dialog which says, When I press the Power button (on battery), and use the Up and Down Arrows to choose, Shut Down.
6. TAB to the dialog which says, When I press the Power button (Plugged in), and use the Up and Down Arrows to choose, Shut Down.

You can also configure your laptop so that when you close the lid, it either shuts down, goes to sleep, or does nothing. To do this, continue to TAB until you hear a dialog that says,

When I close the lid: (On Battery),

1. Use the Up and Down Arrows to choose the option of your choice.

2. TAB once to, When I close the lid: (Plugged in), and use the Up and Down Arrows to choose the option of your choice.
3. TAB to Save Changes, and press ENTER.
4. Close the Control Panel by using ALT plus F4, or press ALT plus SPACE, arrow up to Close, and press ENTER.

Now, when you either press the Power button, or you close the lid of your laptop, it will do what you have chosen.

You press Windows Key or, if you prefer, Control + Escape, then press tab once and then arrow down to the bottom of that list and you will find Power which contains the commands to sign out, sleep, restart and shutdown.
But as I said many times, it is much easier to either press Windows Key + M to minimize to the desktop and then Alt + F4 or Windows Key + X followed by U both methods get you to the same Power menu.

Wow, I am really amazed how huge a thread this simple question has become. The fact is that there are many ways in Windows to get to the Power menu where you can select to sleep, restart or shutdown your computer, you can use the command line from the run menu or create a shortcut with this, you can press Windows Key + X and U to get to it, you can press the Windows Key and tab once then down arrow a bunch of times to get to it and you can also get to it in another way which nobody yet mentioned which is to press Alt + Control + Delete and then press Shift + Tab once. And of course as many explained, you can minimize to the desktop and press Alt + F4.
How one does it really makes no difference, everybody decides on the method which makes sense to them.

Actually, there are Windows releases/editions that does not include a
graphical interface. For these, you would use shutdown command from
command-line interface (PowerShell, for example). You can in fact terminate
File Explorer (explorer.exe) from Task Manager provided you have privileges
to do so (I don't recommend messing with Task Manager, including terminating
programs with it unless you know what you are doing).

I favor the option of shutting down from the Desktop with ALT+F4. Why?
Because it works no matter what version of Windows you are running. If you
don't have a Windows key (surprise surprise), you can open and close the
Start menu and then tab multiple times until you reach the Desktop.

Hi,
In Windows 11, after opening Start menu, press Shift+Tab, then press right
arrow to move focus to Power, press Enter, and you should see power options.
This procedure might change in the future.

Shutdown options in Start menu/screen can be found if you scroll down after
focusing on "User options for {username}", and this has changed in Windows
11 (more on that in October).
