If I‘M reading that right you are running the spring 2017 update. Might be time to do some updating. That’s probably why it is still working for you.

I just did this from my taskbar and moved several items to different places on the taskbar. This works as it always has for me and yes I’m on the latest release.

Couldn't you just copy/paste that log? Granted it's been a while since I've used the wizard, but that's all I had to do.

its working since i rebooted. but jaws j was breing up 2 dialogs at the same time. the dialog with the options menu and one with a tantom access menu. and i couldn't move focus to the options menu

Not quite, no. You're literally using the mouse to move things around, like for example icons on your taskbar, or certain web applications that for reasons known only to them will only answer to drag
