Hi Tim,
Application mode is when you are in a edit field or another type of
application. If you double tap the PC cursor twice rapidly it will pop
you out of it and back into your regular functions.

For me what seems to work is pressing tab, then arrow to the group you want, e.g. Most recently used,Smiley faces and animals etc.
Now I press enter and Jaws actually says “Emoji panel is open.

You didn’t say which screenreader you use, but if you use Jaws then for me also Jaws says nothing about the emoji panel opening, but it opens nonetheless and if I press right arrow or

I find that if you let the ad run for about ten seconds, then the B method will work. The Skip ad button doesn’t come up at the beginning of ads, so you have to watch a bit of them.

Oops, I forgot to mention that once you're on the category you want to bring up, you do have to hit Enter (spacebar would probably work, too - you're just activating the category) before you hit

I noticed that after issuing the command, hitting space will bring up the panel quickly.

It can be slow to appear after the keyboard shortcut is issued. And that's even when there's not a screen reader involved. I have no idea why this is.

Those two keyboard shortcuts remain unchanged. Are you in a field that would allow text entry when you hit either one?
If not, check what your language and region settings are. See:
