I think you nailed it. I'm not using Smart Navigation mode and I can simply use the standard arrow keys to read links character by character.

I've also experienced problems accessing some parts of indeed.com. As a work around, I have gone directly to an employer's web site to apply for a position. Sometimes it's better than the indeed.com

No you can’t do that in Windows 10. There is no Send To Desktop option.
You have to Open File Location, then Shift+F10 on the file, then Send To, then Desktop Create Shortcut.

I think you would have to right click on the link and either copy it
to the clipboard, or inspect (called various names in different
browsers) and look at it that way.
