Narrator is a pre-loaded screen reader.
In my experience, all that is needed when turning on the device is to
wait for a few seconds at least 2 or so and press control Windows
enter or windows

the site where Jarte is gotten from says that there is no more support. that is why Jarte Plus (the formerly paid version) is now freely available.
I would imagine that that includes development.

So with NVDA you can turn off touch interaction and use one finger on the screen to scroll up and down on a web page.

As an aside I don't understand why screen reader mode can't be included as an option in the program's menu system to make it a bit easier for users who either want to enable or disable this mode

When wanting to skim read a document or email post, I myself just use the JAWS key and down arrow. I like to keep things simple rather then cross my hands, then holding up a finger to do something.

It will probably come up talking with Cortanna and ask you some questions and tell you when you can launch narator to continue, but the hotkey is control+windows+enter.
