Re: jaws does not work properly in admin command window
It will, but you might not want to listen to it like that, especially if the output is long. I know I don't. The JAWS cursor gives finer control over the output.

You shouldn't have to use the JAWS Cursor; JAWS will read it automatically.

I just opened Power Shell (Admin) from the Windows + X menu and typed ipconfig to display my computer's IP configuration and I can read this with the Jaws cursor.

CMD and legacy are two different things. You first make sure you are using
CMD instead of power shell, then you go into CMD options and turn on legacy
console.

You may have to set the command prompt to be legacy instead of using
PowerShell.
You can do this in CMD properties.
All the best

If you turn legacy console option on, you might have more success with JAWS reading in the CMD window, but you will also lose some of the newer features of CMD.

I might have to try that, it does read if you virtualize the text,
which is strange. I wonder if the legacy console features have
anything to do with this? Is yours on or off?
