Yes, I had changed the links quick key to l. What I omitted to add in my first post is that when l is set to move to next list--the quick key default, nothing weird happens.

I have experienced this phenomenon in law school with some websites;
The thing seems to be that the websites were designed in such a way that they do not expect nor allow keyboard

Unless you have changed things in the Quick Key Manager, L takes you to the next list, not link. U takes you to the next unvisited link, and you can edit the list in the Quick Key Manager to allow

Couple things,
Try listing links and form fields, with F7 and if that does not work, use F5.
If neither of those work, try pass-key-through with Insert + #3 (above the E key).
After this is pressed,
