I had a laptop with Windows 7 on it, and I had 4GB of Ram in it, and Windows would only see two GB, but when I booted to Ubuntu (Linux) on the same computer, it saw all 4GB.

One can't, that is at a BIOS-like level, it is by guess and by golly.

There should not be a need to do anything special regarding the USB drive's bootability. The Microsoft Media Creation Tool handles that just fine.

Probably your USB drive is not set to be a bootable drive.
I would install Universal USB installer on it and install Talking Win PE and run the launcher that way.

Maybe she does not want 10, many folks don't want the pain involved with it.
Personally, 7 or 8 is all I'm planning on ever using.
