And just to add to this, in the latest version of Jaws this is no longer necessary, but if you use Jaws 2018 or an earlier version of Jaws 2019 you may have to do this.

In my case, I'm the only user, and am on the one account, which has full administrative rights. Since the shortcuts work with Jaws 2018, but not 2019, this is definitely a Jaws
