How much do you use Jaws then? You could get by with NVDA or even Narrator for that matter unless you are doing things that Jaws scripts are needed for.

I run it without updates, since that breaks compatibility with JAWS 15. I know
that seems strange, but it works just fine for me.

1. It's the one that I'm used to after migrating from Windows XP which had a
bunch of blue screen errors.
2. I have JAWS 15 which is the latest one my Software Maintenance Agreement
supports.

First, it is pointless to install Windows 7 on a new machine since it is almost at the end of its life cycle.

He was talking about Jaws 2018 not 18 and there is no 19 or 20, just 2019 and 2020. I know you probably mean that, but 18 and 2018 is certainly potentially confusing and going forward I think it is

Yes, after the cd gbgoots up, you should be able to invoke narrator by
hitting control-windows-enter on most sound cards.

Have you checked in Settings > Gaming > Game Bar and Game Mode to see that Game Bar and Game Mode is turned off?
You may not like this, but keep in mind that Jaws 2018 is 2 years old, I guess a bit
