I assume this may not be a Jaws problem but one of how the PDF document was created and marked up. For example, there are PDF documents which have headings and links and I have one which is a manual

How often does one really need a captcha solver these days?
I use the internet a lot and often I go month without coming across one or at least one which doesn’t have an accessible option.

Re: Borders in Word 2016 Doc
I'm not certain this will work, but try pressing insert+f to have JAWS
announce the attributes. does it report that there is a border?
if you use NVDA, I don't know if there is a way.
