Don't you have Office, or another DB software, like one of the free ones?
Such as Open Office or Libra Office.
Not sure I guess why you are wanting to scan it with OCR.

if it does print something, it will be at the least gibberish because it is not an image of text or is a document.

No - JAWS OCR will not be able to read a .DBF because it is a database file - You would need to use a DBF viewer but that may not be accessible.
FYI - a DBF holds more than textual information - Data

JAWS requires a Remote Access license to allow it to be used in a remote access session - such as the windows Remote Desktop services.
You need the proper license installed on the client-side

I don't think Sherry knows that a DBF file stands for Data Base Format which holds tectual information. it isn't graphical nore is it a document, so JAWS's OCR won't work to read it.

I do not think this is a valid option.
Do not think Josh and NVDA can run at the same time.
And if speech for NVDA is turned off, then do user will not receive any feedback from the remote

If cost is an issue, perhaps you could use NVDA remote and use it with
speech off, while using Jaws.
There could be a few keystroke conflicts, but that could be fixed.

JAWS 2018 does work with Firefox 70, but JAWS 18, of course, won’t, as you implied.

oh, I forgot to mention that there was a serial number that needed to be entered to register the use of the voices. so it's not a simple MSI that once run will install the necessary components.

I recall almost everybody that got the DECTalk32 software complained that it sounded terrible as it did not sound as clear as expected. there were alot of pops, scratches, and other anomalies.
