I can't speak to what earlier versions of JAWS will or will not do with the Emoji panel, but that shortcut is a Windows 10 shortcut, and it will bring it up. So will Windows Key + Semicolon.

It is Windows Key + Period, but I am not sure if this is supported in Jaws 2018, I am almost certain it is not and definitely not in Jaws 18. I believe you need at least Jaws 2019 for this to work.
