Hi Amir,
That means someone has scanned the message in, instead of keying it in. In other words, they took a picture of it with a camera. The only way you might be able to read it is to use OCR.

If doing OCR still says its empty, then maybe it is empty?
Perhaps just a picture that has no text?
Can you get someone to look at it?
Or try using Picture Smart instead of Convenient

I have a few suggestions to explore. First of all, I’ll caveat this with a disclaimer that I don’t like the way the rules wizard works now and had to use a combo of the JAWS and PC cursors

Just remember to also switch to the Jaws cursor, if you hear “Jaws cursor” chances are you may not benefit from it, but if Jaws announces “scan cursor” then it’s worth exploring the screen

Check the box for specific words in to/cc/bcc/subject depending on which you wish
Enter the specific words
Save

I use Windows 10, MS office 360 with the issue specifically relating to Outlook
I use multiple email accounts in outlook and set up a rule in certain of my email accounts to copy
