You absolutely can save a document created in recent versions of Word as PDF. But, Word is not particularly graceful about opening PDFs in Word as far as making tidy conversions, though you can do

That sounds like temporary placemarkers, not bookmarks. Bookmarks are a Word function, and placemarkers are JFW.
To set a bookmark, press alt-n, then k. Name the bookmark and press enter. You

I would think Windows backup software would be smarter than that.
I think backup software other than Windows won't do that.

My guess is that there's a setting--checkbox, radio button, etc.--that tells Windows Backup to back up to a disk of the same size, or you're choosing the wrong option to create an image,

Word does let you export or save your Word document in PDF format, this is true with many types of programs. I am not sure if you could create a fillable PDF document this way, I am guessing
