With your date being over 3 years off it don't matter what time you set your computer to, you need to correct the date as well. Follow Joseph Lee's steps and choose, Region, instead of, Date and

But you can also tap your Windows key and type date and time and it will take you to the settings.

That might be because Control Panel is set to category view, not small or large icons. To find out, tab around Control Panel until you arrive at the search box, then press Tab to see what JAWS

You can go to the windows settings, date and time settings.
If you have automatically adjust the time then as someone said, your battery may be going out because it shouldn't slow down.
