Yeah, I've never experienced sluggishness either, and I haven't made any changes with it.
Maybe it's something in the most recent Libra, as mine is not updated.

I can replicate what you are talking about. If a group of cells with content is selected and then I hit either Control key, Excel opens some sort of small pop-up with options in it. I hear JAWS say,

LibreOffice supports all MS-Office file formats natively. No conversions are necessary, and it can save in those formats natively, too.

Aha..so there is. I had forgotten about that. That still doesn’t make old JFW versions read the menus, but hey…yeah, make sure that’s checked.

I don’t know what this sluggishness might be dependent upon, but the experience you report is not mine. I do not remember modifying any settings in particular. I find Libre to be snappier than mS

You might want to check to make sure accessibility is set right in libre-ofice. I'm not having the issues you mention about sluggishness or something strange being spoken after character

Two things.
I’m pasting the link to the help documentation online so you can read through its offerings.
Also, it is very sluggish with both Jaws and NVDA. There is a dealy after each

Hi. OpenOffice and LibreOffice are very similar and they may appear identical on the surface, especially for users of screen readers. However, OpenOffice has a very slow development cycle.

My 2 cents would be to call the Microsoft Accessibility desk. After all it’s a Microsoft product and who knows they may know of some weird settings or something that will make it work. Because
