I’m not sure about the sorting with Outlook, but if you press control+3 to open the Contacts tab, then press alt+f
The first item is likely Open and export, hit enter.

As a Leasey user I can confirm this. Pressing alt with the grave accent key works as it should with Leasey running. If you need to type the grave accent symbol itself you can press the Leasey

With your problem with JAWS saying selected when moving. I got that if I had one of the mouse buttons locked. Are you sure neither mouse button is locked? It is easy to do by mistake when

You're running an older version. The latest is, 20H2, not 2004, and it's OS version 19042.685. This newer 20H2 version is using 19042 where the older 2004 versions are at 19041.

I have 2004 OS build 1941.685, it was 1941.630.

To be thorough, the minus key is the top right key on the numpad and after you are done, press the plus key to go back to the standard PC/virtual cursor.
