I have been using it and have never had a problem. I use the arrow keys to move around the screen and it reads everything and is selectable. I’m not sure about the screen that you are talking

Maybe it's something in the most recent Libra, as mine is not updated.

I can replicate what you are talking about. If a group of cells with content is selected and then I hit either Control key, Excel opens some sort of small pop-up with options in it. I hear JAWS say,
