Hi again, Brian. There is no shortcut for the Settings dropdown menu. The quickest way to get to the Settings Dropdown Menu is:
1. Press CONTROL plus F.
2. Type Settings and press ENTER.

Yes, getting the same issue from time to time with JAWS 2018. Have not yet seen it in the 2019 beta release. Agree, very annoying.

One thought is maybe your screen echo has changed. While in Outlook press, Jaws key + S, to tobble through settings. They are Highlighted, All, & None. It sounds like it might be
