JAWS is required to have at least the basics installed, though not necessarily speech, in order to connect via remote desktop if I'm not mistaken. There are instructions that say as much in the help

I don't think there is any way to do that. They need Jaws on the
other end of the connection. If this is a job, maybe your employer
would pay for Aira.
