Have silenced numerous keys but no doubt will find more to be silenced as time goes on.

It was mainly the keys like escape, alt F4 being spoken I wished to silence but now have the instructions.

computer boots up with JAWS 18 instead of 2018
I have JAWS 18 which is not set to automatically start at boot up, and
JAWS 2018 is set to automatically start at boot up. but when the
computer is booted/rebooted, JAWS 18 automatically starts

When I hit enter on "serf's up" it downloaded something called jaws17
training.exe or something like that.

Try the following:
The Tab key is muted by default in Jaws 2019 so you don't hear either the Alt or Tab keys. Here's how to get them both back to being muted.
