You get to the JAWS menu by pressing the actual INSERT key, even if CAPSLOCK
is your JAWS key. Since his INSERT key doesn't work, he's up a creek, until

Hi, Richard and list. CAPSLOCK plus J is Say Prior Word. That's why CAPSLOCK
plus J doesn't work to bring up the JAWS menu. It must be done with an
INSERT key.

To avoid confusion, it might be best to just refer to it as the JAWS key -- it's the capslock key; it doesn't replace the insert key or turn into a new insert key.

Hi,
I just press Insert+j.
Another thing you can try is this: while on the desktop, press j until you get to your desired JAWS version, then press enter, pretending you want to start JAWS again.

Do you have the 6 pack of keys somewhere on your keyboard with a second Insert key? If so what happens if you press this Insert key + J? If nothing happens, there's a setting in the Settings

They always say one should become familiar with the laptop layout even if not using a laptop or not using that layout on a regular basis and, this is part of the reason

Capslock+ j is not mapped to the JAWS window in the laptop keyboard layout.
It is used for jumping to the prior word on the home row.

Have you ever tried using some of version control (like git or SVN) to manage your JAWS settings? Once it was set up it might make it easier to revert changes that have been made to settings

No, it doesn't. It merely indicates that the INSERT key is somehow mapped to
a different function, possibly in a software key management utility on the
laptop.
