Most likely because he's using a webmail interfact that is behaving atypically (at least these days).  Gmail's web interface has placed you above the quoted material, which is initially not displayed unless you hit the triple dot button to make it do so) for as long as I can remember.

Until or unless we get an answer as to exactly what's being used this is all just random shots in the dark.  We need to know what webmail.

Firstly, please accept my apologies for any cross-posting if you have already seen this request.  Secondly, please be aware that this is not a W3C or WAI activity, but I have cleared it with EOWG to distribute to you as we plan to share the results with everyone when the results are in.

We are conducting research about changes in behaviour around digital accessibility. There are two surveys, one is to get an update on the user experience, whether people are letting website owners know of website accessibility issues and if the issues are resolved, and the other one is much needed update to organisational attitudes. 

Would you be willing to complete both surveys and be willing to help with distribution? There is no commercial content in the surveys and nothing identifiable will be shared. We are actually hoping we get thousands of responses – it is ambitious, I know.  People don’t really like completing surveys, but at the moment I haven’t been able to get this data anywhere so thought we’d just do some research to collect the data we need for our research papers. The surveys are very short – only 3-4 minutes average.

not true. in an email client, after invoking the action to reply
(usually pressing control+r), you should be placed at the top of the
body field where you can start typing your reply. there's no need to
press control+home first.

David,
If your settings are set to not include the original message, you need
to change that.
Then, when you get into the body that you are planning on typing into,
first press control + home, and that should send you to the top of the
edit field.
Then your message will be on top as it should be.
This is true too for eMail clients, if you don't have your settings set
to put the message you are replying to at the bottom, press control +
home before typing.

The difference is that Brian provides context for his messages. If
someone decides to delete messages because they are not responded to up
top, that is completely their choice. On a high traffic list, though,
having to delve through 20 quoted messages is worse than going back
through the list archives and viewing each individual message, by far.
Searching for a specific keyword is made pointless by the fact that each
and every message that is responded to with that keyword also is displayed.

Oh my God. I got into this thread late and was actually interested in the original topic. So much for that.
