All it takes is downloading an ISO and burning it to DVD and booting to
that.

Well booting to Linux is a good test.
If it runs nice in Linux, then you know that it is software related.

his computer, because I had him boot to a live version of Linux on a thumb
drive, and it did not do that.

You definitely should select the text you want as part of the heaging. I select the text and press control+shift+S and arrow down to heading level 1, or 2 and hit enter. I'll have to try the
