When you look in the task bar with windows B, does it say it's connected to that network?

I have done that but, the problem stays with the DELL computer, therefore, I am fairly certain it is a problem with network settings in Windows 10 for that computer.

sounds more like a network config issue or a bad adapter. 20ft. is not very far. Even for a cheap USB dongle. I would try resetting the network settings in control panel. If that doesn't

No, the connect automatically will save the wi-fi password and connect to that network whenever it is in range. If it doesn't do so, the driver is junk.

I think that the connect automatically is for when your computer is connected via cable, not for WIFI.
When WIFI gets connected, it will be the LAN that is always connected.
