I now see what you mean. I turned off echo and typed some words in Chrome. They weren’t spoken. I restored echo by words, and the words were spoken.

Yes, many, if not most, radio stations are using services like iHeart and
TuneIn.
It is all about the money.

are shifting to web-based streams either players or services such as
TuneIn, Audacy and Iheart -- nothing to do with what

Yes, you have it exactly as I said it has to be, with a quote at the
beginning, and at the end of the filename, before the URL. The quotes are
actually there. I never said there should be quotes

VLC is a lot more versatile than winamp when it comes to playing streams.
You just have to know where to point the thing. But yeah. An m3u is just a
text file that points to various locations, either

I suspect that whomever originally copied the URL may have copied a space at
the end, which made the link invalid.
By editing it with quotes, they affectively cleaned out the extra space.

Well here is the path to my browser shortcut with quotes in the browser
path, but none in the URL.
When I checked on the quotes in the browser initially, my Jaws didn't read
the last quote, but Jaws

I suspect the answer is still, it depends. There'sa lso another way of
entering in characters like the space that doesn't require quotes, but for
most people, putting in quotes is just easier than %20

But shortcuts don't seem to need that convention.

Using quotes may not be necessary in all cases. But it's probably best to
get into the habit of using them anyway. The reason I think has to do with
old command line conventions which didn't allow
