Go into JAWS, Utilities, Voice Assistant, Settings. You will be able to disable Voice Assistant from there.

Bill, I thought David was wrong, too, but once I arrow into the link even one character, hitting return is opening the link. I’m with you that I could have sworn this was not the case in the past

To expand a bit, you can also adjust the system volume similarly:
INSERT+SPACE, V, then S. Use the up and down arrow keys to make any adjustments and Escape when finished.

Indeed there is, assuming you are using JAWS 2022 the latest version.
INSERT+SPACE, then V, then J. Use up/down arrow keys to make the adjustment and Escape to finish.
