Marty, It does work. To rename a sheet, select the option from that context menu. Focus is now on the visual label at the bottom of the page, the part you used to get to with the JAWS cursor. Insert

Rename works, but it doesn't give feedback. Once activated, type in the new name and press enter.

Your new favorite keystroke is Insert shift S. This opens that context menu and allows you to do all those things for the given tab or to add a new tab.
