For all practical intents and purposes, yes. The contents of Recent Files changes constantly as various files are accessed and older entries do get "pushed out."
But the aging off algorithm is not

Hi Mike, I have my settings set the same as you did and have all the files in my recent folder. So, this isn’t your problem I think but I have no idea what is.

I’m not sure about this. I’m also using Outlook 2019 and I think something must have recently changed as a result of an update. I have changed none of my Outlook or Fusion settings and I can see

I think you are setup as an IMAP account
Use, Alt+V, for the view menu and select, change view
From the select view, use arrows to locate IMAP, press enter on IMAP and the

Settings / Personalization / Start
Show recently opened items in Jump Lists on Start or the taskbar and in File Explorer Quick

I can't answer that, at least not precisely, as I do not know of any way to disable Quick Access other than to toggle the display of same on or off.
