Skype does have both a desktop and a metro app, but not all programs have versions optimized specifically for Windows 8 and above. If this were the case, we would be able to run JAWS on Windows RT.

Yes, you can do a "new" install without having to first remove the old version. If you are able, I recommend first removing the version with the bug in it, but sometimes the bug has the side effect
