I have seen this behavior. I find simply, Alt+Tab away and repeat letting JAWS speak gives you navigation keys again, H, B, X and so on .
I find that JAWS for whatever reason behaves as if Chrome

I am running Chrome 94.0.4606.61 This problem is sporadic and I cannot reliably reproduce it.

What is your Chrome version, press Jaws Key + Control + V twice quickly and you can read it in the virtual viewer.

Another way to check and see what attachments you have is to press Alt+F then Shft+tab once and use your up and down arrow keys to see the attachments.

I’ve also encountered this problem. I’ve sometimes fond that setting up the message as if I were forwarding it, with control-f, causes the attachment to appear.
FYI, normally I shift-tab twice

When in an open message that you know has attachments, first press CTRL+HOME to focus at the top of the body of the email. Then, press SHIFT+TAB to focus on the list of attachments.

That happens to me sometimes.
When in the body of the message, hit shift tab and it should put you in the attachments field.

When this happens to me, I try pressing tab and then numpad plus to verify my virtual cursor is, in fact, on. Then, I know that I can navigate the page using the JAWS shortcuts.

Okay, I have the problem in Chrome. I use JAWS-T and hear "Title is WSJ: IRS…" It does not announce it is Chrome. I refreshed the page using F5 without change. I updated the page using JAWS-esc

It said the entire content of the web address block, I just didn't include the entire web address. When I used arrow keys it read the contents of the web page.

If you’re using Windows 10, hit the Windows key to bring up where you can type something. Start typing notification, and it will be what you want to select.
