I have taught web site accessibility for 20 years now. The best place to start is with section 508 of the Americans with Disabilities Act. That outlines what is necessary to be ADA compliant.

By the way, the Adobe Reader download page also bundles two "optional offers" that are checked by default unless you have Unchecky installed. At the moment those two offers show up as McAfee Security
