I feel that the braille note touch is way overprised for what it truly does.
I prefer to use a real tablet, either android or iPad, in this case an iPad,
and get one of those great keyboard cases

That Alt+Control+Windows+Up Arrow key combination you mentioned started playing some silly melody on my laptop and I found no way to stop it. It did finally stop after about 30 seconds or so,

Do you use Braille at all? If so, you should look into a BrailleNote Touch, yes, I know it's expensive, but it has the power to do all of that plus much more.

You may be able to get into the Windows Recovery mode by pressing shift and
restart at the same time. You'll need sighted assistance to find a restore
point from there.
