Dear, 17 days means that 17 years are complete that’s why we take 17 days.
December 25 means that still year 2018 is progressing not complete.
We take one day from every year because there are 365

Actually the Declaration of Independence was signed on July 2. It just took a couple days to get the documents printed and word to get out. Some folks claim that it was signed a couple days early
